1. General Provisions

1. 1. This Regulation defines the procedure for conducting the CS 2 2×2 WINGMAN (hereinafter – the Competition), which is part of the CYBERION eSPORTS LEAGUE (hereinafter – CESL) and is held in the Summer Off-Season format.
2. 2. In 2026, the Competition will be held exclusively in cyber clubs of the CYBERION Kishinev.
3. 3. The organizers of the Competition are CESL.
4. 4. In the event of force majeure circumstances and/or for security reasons and/or due to any other circumstances that make it impossible to hold the Competition, CESL has the right (and in the event of official orders from state authorities and/or local self-government bodies – is obliged) to cancel the Competition in full or in part or, if possible, to reschedule the Competition to other dates and times. CESL and CYBERION network cyber clubs shall under no circumstances be liable for participants’ losses.
5. 5. All current information on the organization and conduct of the Competition, as well as official notices of changes, is published on the official Cyberion website, and also in official channels (Discord, social media). Information posted on these resources is considered communicated to participants.
6. 6. CESL is not responsible for failure to review or untimely review of the specified information and strongly recommends that participants independently and regularly monitor up-to-date information regarding possible changes in the Competition conditions.
7. 7. By completing the registration form, each participant confirms that they have reviewed all information about the Competition provided by CESL, understood it, and unconditionally agreed to all rules of the Competition.

2. Objectives and Tasks of the Competition

1. 1. The main purpose of the Competition is to develop esports in Ukraine, strengthen the professional community around the CYBERION cyber club network, and promote CESL as a leading organizer of LAN tournaments.
2. 2. Main objectives and tasks of the Competition:
   2.1. Promoting esports as an official sport and supporting its further development in Ukraine, Poland, and Moldova;
   2.2. Identifying talented players and teams among visitors of the CYBERION network for further professional development and support within the league;
   2.3. Improving the level of competitive mastery, individual skills, and team coordination of participants;
   2.4. Supporting LAN competitions that ensure fair play and equal technical conditions for every player;
   2.5. Increasing awareness of esports among different audiences through online broadcasts and coverage of the Competition in social media and media;
   2.6. Uniting players into a single community, encouraging live communication and exchange of experience among participants;
   2.7. Building patriotic values and supporting Ukrainian competition standards free from any influence of the aggressor state;
   2.8. Promoting responsible gaming, discipline, and a healthy lifestyle.

3. Deadlines and Procedure for Submitting Applications

1. 1. Applications for participation in the Competition are submitted by completing the official registration form, the link to which is posted on the CESL Discord server and on official CYBERION network resources.
2. 2. The following registration deadlines apply:
   2.1. Application submission closes at 11:00 on the day of the Competition;
   2.2. Applications submitted after the specified time are automatically considered invalid and will not be reviewed.
3. 3. Registration is considered successful only if all mandatory fields of the form are completed and accurate data about each team member is provided.
4. 4. Responsibility for the accuracy of the data entered in the registration form lies with the participant providing it. If intentional misinformation is discovered, the organizers may disqualify a player or the entire team.
5. 5. After submitting the form, the participant (or team captain) must save a screenshot confirming successful registration.
   5.1. The screenshot is the only evidence of application submission in case of a technical failure of the system;
   5.2. In the absence of such a screenshot and in the absence of registration in the system, the team (or player) is not admitted to the Competition;
   5.3. To verify the status of your application, you must contact the administrator of the CYBERION Kishinev in the registration form as your place of play.
6. 6. Submission of an application does not automatically grant the right to participate in the Competition. Final admission is granted by the head referee after verifying players’ compliance with safety and ethics criteria (according to Section 6).
7. 7. After the end of the registration time and the draw, any roster changes are prohibited.
8. 8. Participants must arrive at the selected CYBERION Kishinev, confirm their presence with the administrator, and pay the entry fee (gaming time) within the following time limits:
   8.1. No later than 12:00 (30 minutes before the start at 12:30);
   8.2. In case of late arrival or non-payment of the fee by the specified time, the team may be removed from the tournament before the draw begins.

4. Organization and Management of the Competition

1. 1. The main organizer of the Competition is CESL. Co-organizers and venues are the administrations of the CYBERION cyber club network in  Moldova.
2. 2. Under martial law in Ukraine, Competition stages held in Ukrainian cyber clubs are conducted with strict compliance with safety requirements, the Laws of Ukraine “On National Security of Ukraine,” “On the Legal Regime of Martial Law,” and relevant regulations concerning mass events. Competitions in Poland and Moldova are conducted in accordance with the applicable laws of those countries.
3. 3. Organization and conduct of the Competition in Ukraine is carried out in compliance with the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language.” In cyber clubs in Poland and Moldova, communication and support may be duplicated in the official language of the host country and in English. The head referee and CESL representatives on-site are responsible for compliance with language requirements.
4. 4. CESL selects and appoints the refereeing panel, ensuring professional officiating at all stages of the Competition.
5. 5. Direct responsibility for technical preparation, participant registration, and safety measures (in accordance with each country’s protocols) rests with CESL, the refereeing panel, and CYBERION cyber club management.
6. 6. CESL management approves this Regulation, controls compliance with it at all locations of the CYBERION Kishinev cyber club, and has the exclusive right to amend it if there are objective reasons.

5. Official Communication and Information

1. 1. All official communication regarding the Competition (schedule announcements, draw results, complaint handling, and technical issues) is carried out exclusively through:
   1.1. The official CESL Discord server (main channel for technical issues and communication with referees);
   1.2. The administrator of the CYBERION Kishinev cyber club (for physical and local technical issues).
2. 2. Each team must appoint a captain responsible for prompt communication with referees in the Discord server during the tournament day.
3. 3. Any agreements between players in private messages or on third-party resources have no legal force for CESL and cannot be used as evidence in disputes.
4. 4. To ensure in-game communication during matches, players of the formed team must use the official CESL Discord server.
5. 5. Participants must go to the “Private Channels” category and use the “Create channel [+]” function to automatically create a separate voice room.

6. Competition Participants

1. 1. A Competition participant is an individual who has completed official registration, meets the requirements of this Regulation, and directly participates in the tournament.
2. 2. Players aged 18+ are admitted at the start of the Competition. Players aged 12 to 18 may participate only with the consent of parents or guardians.
3. 3. Participants compete as teams. A team is considered registered provided all its players successfully complete registration. The roster for this discipline is fixed and consists of 2 main players.
4. 4. After completing the registration form, each Participant (or team captain) must take a screenshot confirming successful submission. The screenshot is the only proof of application submission in case of technical failures in the registration system. Without such a screenshot, claims regarding participation are not considered.
5. 5. Players are not admitted if, within the last 6 months, they participated in tournaments in the same team with citizens of the Russian Federation/Republic of Belarus, or played in tournaments organized by aggressor countries, or in tournaments where participation of teams from RF/RB is allowed.
6. 6. An exception to clause 5 is participation in international European tournaments where encountering representatives of RF/RB was technically unavoidable due to the tournament bracket.
7. 7. Due to the official opening of the CYBERION cyber club in the Republic of Moldova on 18.02.2026, from that date the CESL Regulation applies to players of this region. Participants from Moldova from 18.02.2026 receive official recommendations regarding the inadmissibility of participation in tournaments of the aggressor country. Participation in events of RF/RB after this date is grounds for disqualification.
8. 8. Participants must adhere to principles of politeness, respect for opponents, and fair play. Profanity, personal insults, toxic behavior, and discrimination are strictly prohibited.
9. 9. Any manifestations of physical aggression or threats on the territory of a CYBERION cyber club result in immediate disqualification and a lifetime restriction of access to all CESL events.
10. 10. Participants compete exclusively in CYBERION Kishinev cyber clubs. Players of one team may be located in different cyber clubs of the network provided they indicate their location in advance during registration.
11. 11. Participants must independently book a gaming seat in advance at a cyber club. On the tournament day from 11:00, participants are prohibited from launching any ranked or other gaming sessions except the Competition matches.
12. 12. Participants must maintain contact with the refereeing panel and CESL exclusively through the official CESL Discord server.
13. 13. By participating, the Participant gives full consent to photo and video recording and grants CESL the right to freely use these materials on official CYBERION resources and for advertising purposes.
14. 14. Steam profiles of all participants must be fully public (privacy settings “My Profile” and “Game Details” — “Public”) continuously from the moment of application submission until the official completion of the Competition.
15. 15. Requirements for nicknames and team names:
    15.1. Player nicknames must be appropriate, readable, must not contain hieroglyphs, links, or Cyrillic;
    15.2. Team names must be appropriate, must not contain hieroglyphs or links, and must be written exclusively in Latin characters. Abbreviations are allowed;
    15.3. A participant’s in-game nickname must fully match their nickname on FACEIT/Challengermode as specified during registration;
    15.4. If a nickname does not meet requirements or is unreadable, the player must change it upon the referee’s first request. Refusal to change the nickname or team name is grounds for disqualification.

7. Refereeing

1. 1.  Tournament processes are managed by CESL. Any situations not described in this Regulation are resolved by the head referee of the tournament, whose decision is final.
2. 2. Thе referee and their authority:
   2.1. The referee ensures compliance with the Regulation and fairness of the Competition;
   2.2. The claimant is a person who contacts the referee regarding a dispute or violation of the Regulation;
   2.3. The referee’s decisions are mandatory;
   2.4. Monitoring compliance with the Regulation during the tournament is the referee’s main duty;
   2.5. All disputes between teams are resolved by the referee;
   2.6. The referee’s decisions are situational and are not subject to appeal;
   2.7. A round backup is allowed only if confirmed by the CYBERION cyber club administrator, if the team went AFK due to technical problems (power outage, all players disconnected from the server, or network failure) and did not continue the game.

8. Competition Schedule

1. 1. The Competition is held according to a schedule depending on the selected tournament format (daytime or evening).
2. 2. Evening tournament format:
   2.1. At 11:00 registration on the website closes. To check the application status, the participant must contact the administrator of the CYBERION Kishinev specified during registration;
   2.2. From 11:00 to 11:30 the participant must arrive at the cyber club, pay for gaming time, and confirm presence with the cyber club administrator;
   2.3. At 11:30 cyber club administrators complete confirmation of all present participants;
   2.4. At 11:30 the draw and team mixing procedure begins;
   2.5. At 12:00 the technical readiness check of participants ends (device setup, profiles);
   2.6. From 12:00–12:30 the approximate start of the first matches begins.
3. 3. In case of a power outage, the participant must immediately notify the cyber club administrator and the CESL administrator via the official CESL Discord server.
4. 4. CESL reserves the right to adjust the start time of the Competition and matches in case of technical issues or delays in previous games.

9. Match System

1. 1. The competition is held in two stages: group stage and play-off stage (Final BO3).
   2. Tournament matches are played in a “Best of 1” format, and the final match is played in a “Best of 3” format.
   3. In the group stage, teams are divided into groups of 4 teams each.
2. 3.1. If the number of teams does not allow for the formation of an equal number of groups, a 5th team may be added to individual groups by random drawing of lots;
3. 3.2. Teams in groups play matches among themselves in accordance with the approved format;
4. 3.3. Following the results of the group stage, the two best teams from each group advance to the play-off stage;
5. 3.4. The distribution of places in the group is determined by the number of wins;
6. 3.5. In the event of equality of points between teams, the positions in the group are determined according to the following priority:the result of the face-to-face meeting between the teams;
   difference between the number of rounds won and lost;
   total number of rounds won.
7. 4. The playoff stage is held according to the Single Elimination system (elimination);
8. 4.1. The team that lost the match in the playoff stage is eliminated from the Competition;
9. 4.2. Playoff pairs are formed according to the results of the group stage;5. In case of refusal to participate or failure to appear for the match, the team captain is obliged to immediately notify the CESL administrator for correct updating of the tournament grid and match schedule.6. All tournament matches are held exclusively on the Challengermode/FACEIT/CESL platform and servers.

   7. The map on which the teams start is determined by map veto on the platform.

   8. The choice of sides on which the teams start (CT or T) is determined exclusively by the result of the knife round before the start of the match.

   9. The tournament map pool includes: Inferno, Nuke, Overpass, Vertigo, Short Dust2 (or the current competitive map pool at the time of the tournament).

   10. The tournament will be held in two stages in the format specified in the “Tournament Parameters”. CESL reserves the right to change the format depending on the number of participants.

10. Technical Match Parameters

1. 1. The game interface language must be set to English or Ukrainian.
2. 2. The game voice language must be English only.
3. 3. The “Adult content” setting (blood, corpses visualization, etc.) must be disabled in the game settings.
4. 4. The player and opponent highlight color scheme must be standard.
5. 5. The use of any third-party programs, scripts, plugins, or overlays that provide additional in-game information or any advantage over opponents is strictly prohibited.

11. Broadcasts

1. 1. Players have the right to livestream or record their games, provided they comply with this Regulation.
2. 2. Delay for the official tournament broadcast must be at least 60 seconds.
3. 3. Delay for unofficial broadcasts (player streams) must be at least 120 seconds.
4. 4. Players and persons present with them at the venue (coaches, managers, etc.) are strictly prohibited from watching the official tournament broadcast during a match.

12. Determination of Winners and Awards

1. 1. Winners and prize winners are determined based on the results of the final matches of the main bracket.
2. 2. The prize fund intended for 4th place in the main bracket is transferred and awarded to the winner (1st place) 
3. 3. Participants who place in the specified prize positions are awarded valuable gifts (peripherals, merchandise, gaming time, etc.) from CESL and tournament partners. Each player of the prize-winning team receives an individual gift.
4. 4. The Organizer will make reasonable efforts to pay winnings within 21 calendar days from the Competition end date. If a participant fails to provide correct payment details or other required documents (including tax documents), payment of the total winnings is suspended until such deficiencies are corrected within a reasonable time.
5. 5. Payment of total winnings is made by bank transfer to the details provided by the participant. If the participant does not receive their winnings within one year from the date of the first attempted payment, the respective winnings are canceled. Prize funds are paid to team members in equal shares (the total prize amount is divided between two team members) to bank accounts after deduction of taxes and mandatory fees in accordance with the laws of Moldova.
6. 6. When paying winnings, the Organizer acts as the participant’s tax agent and therefore withholds and pays taxes to the budget on behalf of and at the expense of the participant, keeps tax records, and submits tax reporting in accordance with legal requirements.
7. 7. If fewer than the minimum number of teams (16) register and actually participate in the Competition in a given discipline, CESL reserves the right to reduce the prize pool (number of gifts or amount of gaming time) by half (50%).
8. 8. Participants disqualified for violating the Regulation (cheating, smurfing, aggression, violation of the RF/RB policy, etc.) fully lose the right to any awards.
9. 9. Official Competition results and the announcement of winners are published in the relevant channel of the official CESL Discord server immediately after the matches end. These results are final.

13. Funding Conditions and Entry Fees

1. 1. Expenses for organization, refereeing, and prize pool formation are covered by CESL and Competition partners.
   2. The entry fee is the payment for gaming time (seat booking) in the selected CYBERION Kishinev cyber club for the duration of the tournament. The standard condition of participation is purchasing the “5 hours” gaming package immediately before the Competition begins;
   2.1.  Players must pay the entry fee directly at the cyber club before the Competition begins, but not earlier than 11:00 on the tournament day.
2. 3. A team is not admitted to the Competition if at least one of its players has not paid the entry fee by the end of confirmation by the Cyberion cyber club administrator (11:30).
3. 4. If the minimum number of teams (16) is not reached, CESL reserves the right to reduce the prize pool by half.

14. Disciplinary Rules and Penalties

1. 1. In case of violation of this Regulation, depending on the severity of the incident, referees may impose the following disciplinary measures:
   1.1. Warning;
   1.2. Technical loss of the team in a round or on a specific map;
   1.3. Disqualification of the team from the current tournament;
   1.4. Ban from participation in future CESL Competitions;
   1.5. Lifetime ban in CESL (in case of cheating).
2. 2. Participants are strictly prohibited from using any third-party software (cheats) that provides an advantage over other players (for example: aimbot, wallhack, radar-hack, recoil scripts, etc.).
3. 3. Exploiting game bugs (bug abuse) not intended by game mechanics and giving an unfair advantage (e.g., seeing through textures, leaving the map boundaries, pixel surfing, etc.) is prohibited.
4. 4. Smurfing is prohibited — participation under someone else’s account or use of an additional account by a high-rated player to hide their real identity. All participants must play only on their main accounts.
5. 5. “Match fixing” (322) or intentional losing for personal gain or benefit of third parties is prohibited.
6. 6. If cheating is detected, the team is immediately disqualified from the Competition without any right to refund, and the results of all its matches are annulled. The offending player receives a lifetime ban.
7. 7. For bug abuse or smurfing, the referee may assign punishment at their discretion: from a technical loss in a round to full team disqualification.
8. 8. The refereeing panel has the right to require verification of a player’s account and match history on FACEIT or Steam at any time during the tournament.
9. 9. Any claims regarding opponents’ fair play must be submitted by the team captain as an official protest via the CESL Discord server no later than 15 minutes after the match ends.
10. 10. In case of disqualification of a player or the entire team for any violation of this Regulation, funds paid for purchased gaming packages (hours packages) are non-refundable.
